A federal judge ruled that the USDA exceeded its legal authority by approving state demonstration projects that restricted what SNAP participants could buy in 5 States. A food restriction waiver was adopted in 23 States. Restriction or Incentive programs? Should there be room for both positions? Almost like the Carrot or the Stick. Alternatives need to be exercised. What say you?
